"We have made it clear there would never be a summit meeting as long as the South maintains a hostile policy and insists (North Korea) should abandon its nuclear program and apologies over the two incidents," KCNA state news agency quoted the commission spokesman as saying.
The North said that after rejecting the offer, the South then "begged" for a concession, saying it would be acceptable if the North expressed "regret." It added the South even offered an "envelop of cash" as an inducement.
North Korea's National Defence Commission issued a statement Monday saying it "will never deal with traitor Lee Myung-bak and his clan" referring to the South Korean president and accusing Seoul of "psychological warfare."
"The moves of the Lee Myung-bak group of traitors to escalate confrontation with [North Korea] have reached an extreme phase," according to the statement carried by the official Korean Central News Agency.
The North also said it would never again deal with President Lee Myung-bak of South Korea, calling him a ¡°traitor,¡± although the North Korean leader, Kim Jong-il, said only last month that he was willing to participate in a summit meeting with Mr. Lee.
