3. 수쿠크로 자본 유출을 안정시킨다는 MB정부 주장의 오류 근거
Malaysia's Disastrous Capital Flight Money leaves the country on an unprecedented scale (말레이시아의 절망적인 자본 탈출) Often with the exodus of money goes an exodus of talent as highly skilled persons disadvantaged by race or, as in the case of some Malays, disgusted by local corruption or primitive religious authorities, take themselves and their capital to Australia, Canada, India, China, etc. / Asia Sentinel. Churches are not the only thing to have been going up in flames in Malaysia. Take a look at the nation's foreign exchange reserves. They fell by close to 25 percent during 2009 according to investment bank UBS(UBS은행에 따르면 2009년 금융위기 동안 말레이시아의 외환보유고는 25% 가까이 감소했다) even though the country continued to run a huge surplus on the current account of its balance of payments. Says UBS: "Question: which Asian country had the biggest FX losses in 2009?" Nor is this just a mirage. The decline is also reflected in a sudden decline in base money supply – even while, thanks to Bank Negara, broader M2 has continued to grow modestly. The questions cannot be answered from the data and probably will not be by a government that knows its own state-controlled enterprises, headed by Petronas, may probably be responsible for part of it. Malaysia's one recent success, the development of its sukuk (Islamic bond) market may have caused more capital outflow than inflow.(말레이시아의 수쿠크(이슬람 채권) 시장의 최근의 성공은 자본의 유입보다 더 많은 자본 이탈을 초래하였다). At any rate any overall net inflow of foreign capital whether into bonds, equities, factories or real estate has been dwarfed by the exodus of Malaysian money. ........ Malaysia has so far been saved from itself by the commodity price gains of the past five years – with even the late 2008 collapse now largely reversed. Oil and palm oil may be off their peaks but both are now double their prices of five years ago.(말레이시아는 지난 5년간 원유나 팜 모일등의 상품 가격이 두배로 상승하면서 얻어진 판매 수입으로 구원받을 수 있었다). It is better not to imagine what will happen to Malaysia if prices collapse to 2004 levels and stay there(만일 상품 가격이 2004년 수준으로 떨어지면 말레이시아에 어떤 일이 일어날지 상상하지 않는 것이 낫다). ※ 말레이시아는 중동의 자금을 끌어다가 수쿠크 채권을 발행했다. 그러나 수쿠크를 발행한 34개의 기업이 부도가 나자 이슬람율법에 따르므로 '윤리적 투자'라는 선전과 동떨어진 결과를 보여주고, 투자방식의 투명성에 의문이 제기되었다. 중동의 투자자들은 말레이시아에서 자본을 회수하였다. 이로서 말레이시아는 2009년 한해 동안 극심한 자본 유출을 경험하였다.
그래서 말레이시아는 한국처럼 경제가 건실한 채권판매 시장을 필요로 하는 것이다. 말레이시아는 MB에게 원전공사를 주고, MB는 말레이시아에게 샤리아 금융 시스템을 한국에 정착시키도록 도와주면 양자의 이해관계가 맞아떨어지는 것이다. MB의 원전 수주 야망에 수쿠크 면세특혜법이 강행되고, 국론분열이 일어나고, 조용기 목사 아들이 검찰에 불려다니고, 길자연 목사는 법원과 교과부에서 쫑코먹고, 기독교계는 반MB 실력행사 준비하느라 난리가 벌어지고 있는 것이다.
UAE원전, 후쿠시마 원전, 말레이시아 원전까지 원전이 문제다.... 결말은 재경부는 4.27재보선이후 재추진하겠다고 밝혔고, MB는 말레이시아 나집총리의 '수쿠크 채권 많이 팔게 도와달라"는 요청에 "그렇게 되기를 희망한다"고 긍정해 주었으니 재보선이후 불꽃튀는 전쟁이 벌어질 것이다. 일찍 발을 뺀 민주당은 느긋하고, 한나라당 의원들은 공천권을 위해 총대를 매는 것이 유리한지, 공천권을 받아도 내년에 지역구에서 낙선될 위험이 더 큰지를 계산하느라 복잡할 것이다. MB의 청계천 불도저 정신을 고려하면 양자의 대충돌은 불가피해 보인다.
